Researchers associated with the Center for Public Policy and the Environment
in the School of Public and Environmental
Affairs, Indiana University-Purdue University
Indianapolis, found that (a) States implementing faith-based plans did not
monitor for constitutional violations and did little to educate contractors
about constitutional compliance; (b) congregational leaders had little
familiarity with constitutional constraints; and (c) and that faith-based
organizations did not produce better results than secular organizations.
