During the 2025 legislative session, the ACLU of Georgia fought relentlessly to enhance and defend the civil rights and civil liberties of all Georgians. While the Georgia legislature targeted protestors, students, educators, voters, LGBTQ+ people, immigrants and more, our team was at the Capitol advocating for these communities.

Fulton County’s history shows building a new jail will not remedy the problems of jail overcrowding. A close analysis of data produced by the Fulton County Sheriff’s Office indicated that population levels and conditions at the Fulton County Jail could have and should have been reduced and mitigated through commonsense measures.  

In recent years, the Fulton County Sheriff’s Office has been subject to numerous, costly lawsuits and complaints alleging prolonged detention, neglect, and inhumane conditions in its jails. This report’s findings provide clear evidence that population levels at Fulton County Jail can be reduced through other means.  

The goal of this report was to initiate a statewide conversation about the status of women in Georgia, assess how far we have to go to reach equality, and develop strategies for achieving the goal of genuine equality for all women in Georgia.

This mass incarceration crisis has undermined American values, has damaged families and communities, and has wasted trillions of taxpayer dollars.
